There is a more fundamental problem. It is that on GP referals, they are coded according to 3000 plus PBR items. The hospitals charge the PCTs directly for all work with no reference back to the GP. So there are rooms of coders maximising revenue and no GP control. How many of us go to a restaurant and order from a blank menu and dont sign off the card payment?
